hit a bay bridge tower in san francisco bay two days ago. abc7 news talk with the ntsb what is involved in any investigation and joins us from treasure island. >> let me say this is not csi treasure island. the investigation will take more than an hour or a week or a year as they try to figure why that ship off of treasure island, the 750' oil tanker "overseas raymar" did what it did on monday. where will they repair the ship? there is a 20-member crew on board and a group was going to board the "overseas raymar" and is not with the ntsb but says they are with the marshal island registries where the tanker is from. the coast guard and investigators will work together to figure why it sideswiped the bay bridge tower west of yerba buena island on monday. the bar pilot was warned he was off coast and it is unclear whether fog played a role. i spoke with a ntsb in washington, dc, this morning. >> at this stage they are fact gathering and we cannot determine a cause early on in an investigation. it usually takes some time, maybe 12 to 18 months before we determine the cause but w

is an aviation expert and former managing director of the ntsb. great to have the back of the show. in this case, no news is bad news really because it means we are no closer to figuring a what the problem is. so they're no closer to getting a split back in the air, right? >> you're absolutely correct. the announcement this morning from the transport ministry in japan was bad news. as was the press conference on friday by the ntsb where the chairman of the ntsb, did the herdsman's said, this was a safety flight issue. that is a very tough language and a phrase that is used that means that had the plane been in the air this could have caused some real problems, and the plan will not go back and tell they have cut this off completely. melissa: what about these reports we're hearing now that japan eased safety standards in order -- this seems like you would guess that it was in order to be a manufacturer of this plan or make it easier to get that contract in the country. what you make of that? >> there have been broader questions raised about the whole certification of this aircraft. when this airc

, isn't it? >> yeah, bill, still got more questions than answers at this point and today the ntsb fang out around the country and the globe trying to get more answers. in tucson, arizona, ntsb along with members of boeing were down at a company called secure a plane. owned by its corporate plane out of london. they make chaernlgs for the lithium batteries down there doing some tests. the ntsb with boeing investigators out in everett, washington, where they make the dreamliner. they have hundreds of employees at boeing in everett working on the 878 problem, and they are in teams trying to do what you would want to do here, do a test. try to figure out if there's some common theme here. and finally in japan, japanese investigators, along with investigators from the ntsb, they are looking at the battery from the ana dreamliner, the ntsb said that battery was ore charged, different than what was said about boston taking a look at boeing since the incident on boston on january 7th. still more questions than dreamliners. >> you know the ceo of the company has to be saying what's next? >> so
that the ntsb will probably take a look at all these electrical issues and try to determine if there is some sort of pattern. >> reporter: that is exactly what is going on. n.t.s.b. has launched an investigation into the airworthyness of the 787, three of their investigators are joined by experts from boeing, japan airlines and faa. the big gamble for the dream liner has yet to pay off, after selling 800 planes, they have cost overruns and quality issues. it could be years before the plane turns a profit. the stock is taking a hit. down more than 3% since the fire yesterday. >> neil: dan just hit on it. this plane is supposed to be the next big thing. more than 800 have been ordered. to industry expert, how serious this is, should we worry? >> we should worry and boeing should worry. but the ntsb is investigating but we have a split problem here. before they start delivery of the plane to customers, you expect some problems but once in the aircraft are in the hands of customers and there are 47 out there now, there have been a number of problems more than what you would usually expect. the f
further. i have had people saying what are they doing at boeing? are they working with the ntsb? a lot of it is centered around the everett factory, where the dreamliner is built they are out there doing tests, working in teams. i'm told it's hundreds of employees working on this 787 problem. they're not in one central location, but spread out throughout the boeing facility. boeing is tapping a number of areas for expertise. as for the ceo, he is involved frequently in the updates going on within the company. he's taking part in daily meetings on the latest findings. this is the biggest test of his ten year and ceo of boeing. what are we seeing in terms of the investigations involving government agencies? investigators are talking with suppliers, some in japan, some in arizona and england. there are suppliers around the world. the jtsb and ntsb are pursuing two different theories. as you look at shares of boeing which are under pressure, the jtsb says the ana plane did receive an overcharge, the battery. the ntsb in boston says, no, that didn't happen. there was not an overcharge invol

ntsb managing director has been following this story with us since the start and he is back now with this latest development. peter, i want to you to put your ntsb hat back on for a second here. if you find out that they knew that they had 10 batteries that had problems, that japanese airline told them they had to replace 10 batteries did they do something wrong by not disclosing it or by not addressing the problem right there? >> well here's the issue. it is not just 10 batteries. that is 10 batteries from one of the airlines the second airline using the japanese airline, using the dreamliner also had problems. they were not required to turn these events over to the regulator in japan or in the u.s. we have pages of regulations. this was seen as kind of a minor or normal maintenance issue. the real question is, both airliners reported their problems to boeing. they said we had to change out, in one case 10 batteries. in another case we don't know how many. the question is, whether boeing was connecting the dots. whether they saw that there was a problem brewing with these batte

boeing's dreamliner battery nightmare. ntsb chairwoman deborah herstman highlighting the gravity of the problem. >> the expectation in aviation is to never experience a fire on board an aircraft. >> reporter: but that is exactly what happened last week when an overheated battery forceed a 787 dreamliner to make an emergency landing in japan. just one week earlier, another fire on a dreamliner in boston. while the ntsb isn't sure yet if it is the cause, they are point tying chemical reaction which overheats the battery. >> there are multiple systems to protect against a battery event like this. those systems did not work as intended. we need to understand why. >> reporter: boeing said it welcomed progress in the investigation and continues to work with investigators both in the u.s. and japan. transportation secretary ray lahood says there is a lot to do before the plane can be returned to service. >> disclose everything that is brought out in the top to bottom review. there will be total transparency. >> the same type of battery used in boeing's dreamliner jet once burned a whole

. clearly that's not happening today. with regard to the incident yet. ntsb tells me they expect to have an update on that investigation later today. we were talking with airlines earlier today and they said, listen, dreamliner flights have continued as scheduled. we know there's an issue with the one that was just about to take off from boston. take a look at the number of issues we've seen with the dreamliner over the last month of remember, it was just at the beginning of november that united did the first domestic flight for the dreamliner. highly regarded flight, got a lot of attention. a month later an emergency landing in new orleans after reporting mechanical problems. a few days after that, cutr air had to ground 787 jets due to what they say was a faulty generator. united grounding four due to an electrical planl panel and a fire in boston. there's a lot of headline risk right now. >> they have confirmed it is a 787. i don't know if we still have that live shot available but let's put it up while we talk about this. there you go, logan airport. what do they have to do? they hav

from in the ntsb's latest update on the 787 investigation is it looks like the planes will not fly anytime soon. they don't know what caused two batteries to overheat, leading to a fire and emergency landing and the grounding of the fleet of 50 dreamliners in service. they're looking at the battery charger and the electrical system, and so far there's been no smoking gun. >> this is not something we're expecting will be solved overnight. there's a lot of technical work and a lot of complex work to understand. >> i also got word from a source inside boeing that the ntsb is looking at another fire in tucson in 2006 that happened on a plane -- it was during a test when the lithium ion battery exploded and burst into play. boeing says the test was done wrong. the worker who set it up says it was correct, and the batteries were dangerous. he was fired and sued and lost his case. now the feds are reexamining the whole incident. meantime, boeing continues to assemble dreamliners in seattle and south carolina. the problem is what to do with the planes when they're finished. the company did

of events a few years ago prompted the ntsb to focus on medical helicopters specifically and medical planes. the pressure to quickly respond in various conditions at night, in foul weather, they make those operations inherently dangerous. the safety board made 19 recommendations, including better pilot training, especially for inclement weather, nine vision systems, flight data recorders with regular reviews of the data. both aircraft yesterday were just a few years old each and we know that the pilot in the fatal crash in iowa did have access to height vision goggles and newer technology but did not have a flight data recorder, wolf. >> what do we know about the companies that operated these hol copterses? >> these were two large nationwide air medical operations. the first one, air methods corporation, that's the one involved in the oklahoma crash yesterday, that has some 300 aircraft. the company involved in the iowa crash, medtran, has about 60. we've reached out to both companies but have not heard back yet. the ffa and ntsb are investigating both of these incidents. the one involved i

in question. for the latest on this ntsb request, let's go to dan springer. have they np >> no, they haven't. they have done the first level of investigation haven't been able to pinpoint the exact problems so going to a deeper level. as mentioned is not hurting the bottom line yet. just mentioned the company took in $81.7 billion in revenue, that is a record last year. it is not hurting the bottom line yet. the battery issues with the 787 did not sneak up on boeing but more details. replacing 10 of the lithium-ion batteries since may. half of them were due to low voltage. it is much higher as reported by source. reporting 100 batteries had to be replaced but not all of them suffered a failure. melissa: not confirm the number for me, but downplayed the whole issue saying batteries are replaceable unit on airplanes in the replace five or six per day. the company issued a statement saying we have not seen 787 battery replacements occurring as a result of a safety concern. the batteries are being returned because of our robust protection scheme shows no battery deeply discharged or improperly

to get to it on boeing. phil, over to you. >> we've heard from the ntsb, expecting an update from them. they have at least an initial report regarding the fire investigation of that 77 dreamliner in boston yesterday. the ntsb saying that they have decided they are going to send two more investigators to look at the dreamliner in question and that at least initially taking a look at the fire in question they found severe fire damage to the battery of the auxiliary power unit. remember, the auxiliary power unit is what is used to provide power to an airplane when it is parked on the tarmac, not while it's in flight so the battery unit, severe fire kagge there, and it's pretty clear, scott and maria, that we are going to see more airlines, if they haven't already, they are going to start checking their wiring on the battery unit. i just spoke with the folks out of ana in japan. they have a number of dreamliners, checked theirs overnight at the urging of the ministry of transportation in j.i just talked with united airlines. it has checked the battery power wiring on all of its dreamliners
with the latest on this. phil? >> and, bill, got two pieces of news, the first one being that the ntsb completed an update with reporters regarding the ntsb investigation. here's a couple of notes, first of all, they say the battery short circuited and caught on fire but an important point. they are still trying to determine exactly why these batteries caught on fire. the bottom line, this was so serious they had to ground these planes. >> this is an unprecedented event. we are very concerned. as i mentioned in the very beginning, we do not expect to see fire events on board aircrafts. this is a very serious air safety concern the faa has taken. very serious action. >> and regarding those lithium ion batteries, today we spoke with a former worker and whistleblower. this is a supplier to boeing with the 787 dreamliners. they make the charger for the lithium ion batteries. he said he warned his superiors that the batteries were not safe and said the company ignored his warning. just a few minutes ago he described what happened when he saw one of these lithium ion batteries exemployed proceed. >>

there are things we don't know about yet. for example, after the event in boston last week immediately the ntsb had a fairly serious investigation involving the japanese. they had some inkling there was a problem with the battery system. what happened in japan later sealed the deal as far as a much more serious approach to this. melissa: as a passenger this makes me very concerned about a 787. do you think they will get the confidence back for flyers if they straighten out all the problems? how would you go about doing that. >> i think the key is team work. when you have problems in an aircraft like this or an existing model, the certifying organization faa, ntsb and others including the japanese who will work together on a solution. if that solution is one actually effective, if they're very transparent with what they're doing and how they're doing it i think public confidence will return. melissa: that sound like a long process. how long do you think these planes will be on the ground? >> hard to say. until they understand exactly what happened and until they understand what role if any the batte
